CUB CADET 1641 PROBLEMS

Does anyone know what the ac voltage should be on the voltage regulator ? I am getting 16 at idle, haven't checked it at max speed.
Also, just bought a new PTO clutch. Why does it turn so hard, you can barely turn it by hand. Doesn't this rob a lot of engine power ? The air gap is correct - 0.017".

Possibly the new clutch needs just a bit of "run-in" time to loosen it up. I just got done putting a new field assembly on my 1641 PTO clutch about an hour ago. I set the air gap at .012" just to give a better hookup. Don't go under .010", though. I've never really experienced any lack of power with the tractor. That Vanguard is doggone near impossible to lug down!!
