Define distress and who exactly should be charged. Ambulance are frequently told a certain hospital is full and are not accepting any more patients. There are only so many beds and staff.

NO WAY! I literally just watched the Big Guy on a daily briefing that this would not happen, and no one will have to pay for getting the virus, or <snip>

I had thought you could always get the virus for free.
