Rotary Cutter Bush Hog 286

I bought a used Bush Hog 286 and don't have a manual. Does anyone know if there is supposed to be a chain that runs from the rear floating tire to the 3 point hitch arm. It looks like it is made to accept one, but one was not on the mower when I got it. It does have the stabilizer bars that go back to the rear single tire. Thoughts?
