Almost. A FREE homemade landplane dragging a piece of fence is exactly what I am imagining.

Grab a 4x4x1/4" PC of steel angle, draw 2in teeth on one side, use angle grinder to cut out teeth, clamp to bucket lip with teeth facing down and drill 5 holes in the uncut side to bolt to bucket and now you have teeth you can back drag with...

I can take a picture of 1 I started on for my old tractor in a couple hours, very simple and minimal tools

A landscape rake is going to work best in my opinion. Once you get through the sod it will break up and move around dirt.
