bobcat 329 mini ex electrical problems

Hey! got a 329 mini ex, machine will crank all day but will not fire up. checked relays and got good ground/voltage but missing the signal voltage to relay. have load tested power on connector J4 pin E and load tested grounds on connector J1 on pins G&D. controller is just flashing 0000 when key is turned on. anyone run into this issue before? thanks in advanced

Update, all fuses are good. and all relays have good supply voltage and ground. but all relays are not getting signal voltage.
