I am starting my guard railing this week. My plan is to put a 4x4 as an upright every 4 ft. Then I will put a 4x4 as a bottom plate, with a hole drilled every 4 inches, about 1 1/2 deep, and stick a piece of 1/2 inch rebar 30 inches long in every hole. Then I will make a top rail identical to the bottom rail, except turn it over and wiggle the rebar into the holes in the top rail. Maybe some liquid nail or something in the holes, but I want them to be snug, so the adhesive may not be necessary. I will drill the holes smaller than the rebar and pound them in. I think it should work.
There are also "timberlok" screws in various lengths that will go thru the 4x4 horizontal and well into the 4x4 vertical. It will give it a cleaner look, but you'll need to put the bottom rail and posts together before placing the railing in position.
