Is it some sort of vacuum sensor? Looks like there's wire terminals on top of it?

Looks like the previous owner also thought it was not needed and removed the electric wires to the actuator AND the small plastic line to the manifold that would feed the ether in.
Does your tractor have glow plugs? Most tractors with ether start like that didn't have glow plugs.

Neither my 584 or 684 have that.

Yup, either start assist.
The switch is a rubber button under the steering wheel at about knee height.

The plastic line for the ether aid is broke off ! Check the elbow above your alternator in the intake is plugged or it can suck dirt directly into the motor. Remove the elbow and install a pipe plug.

I'll take a look and make sure it's not just open. As for the system, I'll see how it starts when it's 40 out. Right now it's starting right up without issue.
