Neither my 584 or 684 have that.
I have what I call the flame thrower. HEATER THERMOSTAT GLOW PLUG FOR IH INTERNATIONAL 484 584 585 684 685 784 785 884.

Yup, either start assist.

The switch is a rubber button under the steering wheel at about knee height.

The plastic line for the ether aid is broke off ! Check the elbow above your alternator in the intake is plugged or it can suck dirt directly into the motor. Remove the elbow and install a pipe plug.

I'll take a look and make sure it's not just open. As for the system, I'll see how it starts when it's 40 out. Right now it's starting right up without issue.
