Another Newbie Question

Ok, on my 1600 I have a couple of fill plugs that I have questions about. I call them fill plugs for lack of a better term.

Under the air cleaner assembly on the top of the head(?) or I guess the valve cover, there are 2 plugs at opposing ends similar to the oil fill plug on the side of the motor. I haven't removed the cleaner assembly to check out what is under the plugs. I assume I would find valve springs or something.

What are the plugs for. Since they are there, I can only assume that I need to pay attention to them. :)

Any help will be appreciated. With my bumbling and y'alls help, I just may learn how to maintain this thing. LOL

I am starting to wonder if they may be "windows" possibly to aid in setting the timing? You would have to unbolt the air cleaner assembly to access them. That is what is making me think that they are not intended to be used for routine maintanence.
