I think the consistent good advice here is to talk to the local inspector. Most of them are good guys unless you approach them like a jerk.

As far as the basic approach, I would definitely dig to check the footing and also drill a few small holes in the middle of the slab to check the thickness and make sure it's appropriate for a garage. It would be bad news to put in the garage and then have the slab crack.

I'm not sure why it would be an advantage to go with poles for a garage on and existing slab. I would drill in anchor bolts and build up normal 2x4 stud walls. Unless you are going over 10 foot tall I think it would be easier. Stud walls give you a lot more options on interior and exterior finish, heating, etc.
