    Drew, nope, that is a new spigot, but that 3 inch pipe is a gutter catchment 1st flush that trickles water. I think real culprit is electrician found a cheap piece of plywood, likely just interior grade. New piece will be exterior and well painted before installation.

    So the mounting panel behind this junction box rotted out and needs be replaced. Rotted board easy to remove, the various screws, not so much. This box houses the leads between 2 subpanels.
