Mine does the same, it's only an adjustment needed. I however intend to leave mine this way, it's cheap theft insurance because the lever appears in the correct position. All I have to do is put my hand on the lever and push back lightly and it allows the ignition key to work.I have it happen often. The PTO lever is off, but the switch isn't quite in the right position.
