Yeah, that would work or ....... find a piece of pipe the right size and press it over the wooden wheel to make a steel tire. PVC pipe would probably work too, but it's kinda hard to find PVC that large.
I think the way it's generally done is to roll a ring and weld it together slightly undersized. Then you heat it up, that expands it, them drop it over the wheel and it cools and shrinks and becomes very tight on the wheel.
Same way you install new starter teeth on a flywheel, they are not welded just a friction fit.
