I understand that you can adjust the raising/ lowering speed of the three point hitch with a valve that is under the seat . Is that correct?

Yes.

Just the lowering. The raising will not be affected.

I'm pretty sure that the valve under the seat is to lock up the 3pt hydraulics, the valve to control drop is on the right hand side under the seat.

Hope this comes out so that you can read it. This is on a YM2000 but I guess it would be the same.
