Here's an update on the lockout valve situation, after visiting another dealer I briefly mentioned my problem and he said on his 455 the lockout is designed to completely lockout the mid cylinder that controls the deck and rockshaft and his is rock solid when he closes the valve - so he mentioned he'd have someone come to the house and replace the valve.
Meanwhile he searched the DTAC database and came up with DTAC Solution 55463 which addresses this (but doesn't remedy it). The title of the DTAC is "Hydraulic Lock-Out valve on SCV does not work with 45 loader" dated July, 2002.
I posted the whole DTAC on weekend freedom machines in the Deere Technical Forum if anyone is interested in reading it.
