with the points dull it is not for logs. With the adjustment holes I would suggest it is for picking I beams and such

Yes, true steelyard scale is like that, but, this one in original post looks very like a scale. Maybe, it is just with missing weight ball (whatever called) - maybe, just an homemade with some calibrated holes for quick weighing.

I'm a twelve year journeyman industrial scale tech.
This is no scale.
Not even part of a scale.
It lacks the basic priciples that would make a steelyard scale.
and
This could be nothing more than pieces of junk that someone threw toghther trying to invent or make a tool.
The two arms with hooks on the end don't even match. they look completely different.

I also believe it is a chain dog. The first hook is clearly designed for the chain loop to be captured by sliding chain link into it. The second hook with the pointed end goes into the eye of the chain allowing the chain to be pulled forward.

Turn lower hook 180 degree to see it clearly. (no, 90 degree counter clockwise direction)
It is an old style weighing scale.

I thought of that but it doesn't look like a yard. "yard" is the name for those type hanging scales. Oddly, I can't find anythign on google.

later: I see someone else correctly named that type scale "steelyard".

It is the Mark 1 muffler bearing.
