Looking at it- top hook is designed to snag a cogged tooth on a steel wheel. The hook below looks like it can be driven into wood. It looks like the handle is missing.

on a recent HOW ITS MADE show, They were making wooden wagon/ buggy wheels. the wheelrite used a tool like this to spread / pull , the spokes to align with the hole in the outer rim. it had a handle, maybe the different holes are to adjust for larger or smaller wheels [distance between spokes].

Yes, true steelyard scale is like that, but, this one in original post looks very like a scale. Maybe, it is just with missing weight ball (whatever called) - maybe, just an homemade with some calibrated holes for quick weighing.

Even the oldest steelyard scales had some type of pivots and bearings.
There are no pivots or bearings.
A steelyard scale is suspended by a handle or arm with a bearing on the end
The beam of the scale has a fixed pivot and a second spaced at a percise distance to calculate a ratio commonly 10:1
ex. 100 lb object to lift a 10 lb ball on the arm, bar lengths vary and ratios vary
The steelyard rod hangs from the second pivot on a second bearing
The object being weighed is hung from the steelyard rod

The poise weight or ball is moved until the bar balances
Marks along the bar indicate the weight where the ball or poise weight allign
Most scales had hooks commonly used for weighing meat, furs or burlap bags filled with goods.
With no counterpoise weight on the beam and no object weight on the hook the beam must level out and balance.

I believe it's for lifting beams (metal) if it was for wood it would be sharp at both ends, this is flat with a lip, as one thread mentioned it could be for railroad trak, the little metal handle could of had wood over it at one time or it could be a handle for placement...

It doesn't look like it's origins are cant dog or peavey - but it sure is a nice one!

The two hooks are slotted to fit a chain, used as a come a long or fence stretcher. Hook to chain and push or pull the other hook ahead and hook chain and repeat.
