Before you dismantle anything, take the tractor to a hyd shop for a flow and pressure test.

Or, pull the pump and take it to a hyd shop for testing.

You could do it your self if you had a 15 GPM flow meter, 3000 psi pressure gage, needle valve and relief valve.

You might ask wdchyd to post his video of the flow test.
