Perhaps it is some type of fly trap. Put bait in the trap and put the cone on facing in. Flies go it, but they can't come out.

Skent: by the cylindrical shape, I'd say it's a round tuit. Someday I hope to own one. But right now I'm too busy to go looking for one. When I do find one, people will ask me how I ever got the time to get a round tuit.

I think it is a fruit fly trap from an old style grocery/general store or fruit stand. Hang it up and bait with a banana.

Or it could be a cricket "Trap." Bait it and set it under the house? What do crickets eat anyway?

It could be a cricket cage for fishing bait but the ones I've seen are MUCH smaller. If you were using it for fishing it would be a bit cumbersome to carry a cage that large.

I think the hole is to small for a minnow trap. I have two and the hole is about 3/4" to 1 inch. We expanded it to about 1.5" ne one and the little ones still don't get out.
