The relief valves are designed to do this every time you fully extend a boom, cylinder, or your steering wheel. It's not hard on them at all.

I hear a bit of whine too, but I think that's normal noise from the system.

As for sluggishness, that might be a factor of the grease being stiffer from the cold, as well as greater friction in the joints due to contraction of the metal from the cold. I'm not sure how much physical tolerance they design into those moving parts over extreme temperature ranges.

If a fella was to do so, isn't that kinda hard on the relief valves or no?

Nope, you use them all the time you likely just don't realize it. Albeit in short bursts. The only harm can come from overheating the fluid, which will take a while, and youre trying to heat up the oil anyway right?
