In addition to t hose mentioned above there is a flail available from Earthtools for the BCS walk behind tractor. My best recommendation for your situation is the Stanley "Beast" Dual hydrostatic drive walk behind rotary brush mower. It is highly rated and very easy to maneuver. Home Depot has a version of the same machine for a little less cash. A dilligent web search will reveal a few more from places across either pond that make flail machines you can walk behind but you would have to become your own import agent and that is a real hassle, not to mention parts availability problems.
I personally just acquired a used 15 hp Yanmar tractor with a break-away blade brush hog. It handles rocks just fine, is small enough to get in really tight places with a 40 inch cut deck, has plenty of power, and sips fuel like a weed eater. I wish I had done it a lot sooner. I paid about half of what I would have paid for a new walk behind machine.
