My tractor runs at that speed and has done fine with tilling with a 72" KK tiller. I think the tractors that have trouble are some of the old tractors that don't have a high-low gear. If my tractor didn't have the high-low gear, it would be traveling 3 mph in first at PTO speed and I imagine that would be too fast.
