Unknown wheels

Can anyone identify these cast iron wheels please, they are very heavy and are about 24 inches in diameter. Part number stamped on them is 3515717-1. One wheel shows signs of yellow paint, I also have 5 smaller yellow wheels from the same source and wondered if there is any connection.

Those look like some sort of railcar wheel.

Yes. The flange is interesting.

Might be the wheel for some sort of horse/mule/ox powered mill.

Grain drill or planter press wheel would be a good guess since they appear to have a dirt scraper on them.
