I just called the Idaho State Police port of entry and my configuration is good. Load rated straps are legal in this state but 'not recommended'. I'm using chains and binders anyway.

Just to follow up I did the same as Marty. Once I placed the tractor on the trailer where I wanted it, I welded the larger 12K rated D-rings on the trailer for securing points rather than use the stake pockets. The two I welded to the tractor frame are 5K rated each. The chains I used were 2 - 20' x 3/8" lengths that I cut in half and added clevis hooks to make 4 chains.

I transport a 2615 on an 18' trailer and it work great with an implement on back. Straps will abrade and cut on steel. I use only chains because it's my tractor #1 and I don't want to look at the family I take out when a strap breaks in an accident.
