I do not know why the wires were cut by a previous owner.
I am not any type of mechanic or vehicle electrical systems.
I would not want to rewire a faulty electrical issue and have it back feed to my trucks computer system.
I am aware of the other side of the coin.

A trailer can’t back feed into your truck’s electric system. The worst that could happen is blowing a few fuses if something was shorted out. And cut a few links out of the safety chains so they don’t drag.

Yes, safety chains are long due to the newly purchased drop hitch.

Twist up those chains to take the slack out.
On the brakes issue, electric brake are just a 12v electric magnet. The current energizes the manet to drag or pull the brake shoe to engage the drum. You need good power and ground for them to work correctly. Run at least 12ga wire for the power to brakes. I run a ground back to the brakes along with grounding the frame. A trailer junction box makes wiring cleaner and nicer to diagnose!

Does your truck have a factory installed brake controller. If so the rest of the job is pretty straightforward. It’s worth buying a molded 7 pin plug that goes to a junction box vs trying to rig it up with a parts store plug. The molded ends aren’t that expensive and makes the rest of the job much easier. You can buy duplex wire that’s made for wiring brakes. But whatever wire you use run a ground conductor the whole length. Frame grounding doesn’t work very good. The brakes have 2 pins on the back of each one. Polarity doesn’t matter. Just hook a wire on each post and daisy chain them together. Then run a wire up to the box on the plug and put a wire on the brake conductor and the other wire on the ground.

One thing to be very careful of is wire colors. Unless you did the wiring don't trust the colors to be correct as per published standards. I've lost hours because of a switched wire.
