Toolcat heater control checking

does anyone know how to check the heater valve on the Toolcat, the system looks simple, variable resister in the dash and ball valve under the drivers seat, mine is wide open for heat, how does the potentiometer work with the valve, I have voltage on one wire but should I see a voltage change as the dial is turned?

No experience with that problem.

nothing yet, the dealer has no idea how it works either, the service manual shows how to remove the module but nothing how to test

this weekend I will switch the parts from my 590 and hopefully figure what is not working
