Three point hitch won't lower

Disclaimer - this is my first tractor with a three point hitch nd the first time I've ever used one. It's a Bolens G154/Iseki TX1300F. I installed a 48" wide snowblower on the back today. All went great and blower does what it's supposed to do, although it's up in the air. The lift raised the blower, but now it won't come back down. There is a lever to the right of the operator's seat. Rearmost position is lift, middle position is down, and far forward position is float. Nothing does anything. When I put it in the lift position, even though it's already lifted, I can hear the engine strain. My knowledge in this area is pretty limited. Does anyone suggest a place to start looking for the problem? Thanks. Here it is the in the up position.

If you look closely around the bottom of the 3 pt lever, towards the seat, you should see a small lever. That's is the down speed control for the 3 pt, so you can adjust the speed that the 3 pt drops, however, if fully closed, it won't let the arms drop.

On some tractors this may be a lever or knob beneath the seat. Also look for a mechanical stop on the three point control. This stop can prevent the lever from moving to its mechanical limit.

Thanks for the help. PTSG was right on. The valve in the photo (with my finger pointing to it) was closed. I cracked it open and the implement came right down.
