Is it possible that the fluid level is low and not enough there to fill the system completely?

Every tractor make and model will have a different height that they will lift to. Also many times the lift arms will have different pin holes that the lifting arms can be mounted to the closer to the tractor the higher the lift arms will raise but they will also have a lesser capacity.

Is the stop adjustment stopping the handle to raise and lower the hitch set wrong? Mine has a stop I can set so it raises to the same point every time the handle is moved to raise position.
