Shibaura 3 point tilt adjustment

I have a Shibaura D23F the 3 point tilt adjustment is stuck in the up position. The electronic panel shows a green light like it is working,bu the hydrolic cylinder will not go down. Any suggestions how to fix this issue would helpful.

Does the rest of the hydraulic system work?

If the tilt cylinder is operated from the rear remotes, swap it with the toplink cylinder.

All the hydrolics are working. The tilt cylunder does not seem to be getting the down command from the adjustment/computer box. Is there a resistor or selinoid in this box that could be causing the issues?
