I found an ad on Kijiji
2004 BX 23 with bucket, and attachments for $2700

Back and forth with the seller a few times and alarm bells are ringing.
She says she is recentley divorced and just wants to get rid of it.
Wants to use ebay for transaction and security protection.

If it's legit, I want in.
If it's not, I want the person to be held accountable.

How should I play this?

Your thread title has the word scam in it. There is no good way to play this unless you want to go look at it and ask for some paperwork.

ebay had several BX24 scams in 2006 when I was looking to buy one. All were looking for cash payments. Whenever I would say I would meet with the cash and pay after seeing the tractor, there was no response to that email or any other.

Depending on the state, there aren't many ways to verify ownership..Some have UCC1's, but on an '04 that might be long gone.

I would only look into this if it was a known person...Way too cheap. Possible, yes due to divorce, but very unlikely...The FEL is worth almost 2700.

The only way I will proceed is if I can see in person and run the serial number.
I would like to report this to the right people so no one is out bucks.
Who should I contact?

For that price ....... it IS a scam. If you think you are buying that tractor at that price, you deserve to lose your money. :confused2:

It's not legit - they will send you to a page that looks just like e-bay, but is actually running on a private server - they attempt to steal your e-bay and/or credit card info using the information you enter on the fake page.

They want my info first.
Here is their response:

As i told you in my last email we will use eBay in this transaction in order for both of us to
be 100% protected and insured by them. They are responsible for the security of this
transaction and you have nothing to be worried about.Don`t worry this transaction is legit
and all your funds are fully insured by their company. They will take tractor of the shipping
and all the small details. You will get the tractor and you will have 5 days of inspection
in which you can decide if you buy the tractor or not.If you won`t like my tractor, you notify eBay
and you send the tractor back on my cost.I just need your full name and address so i can open a
case .(with no further obligation or fees). If you agree my terms of sale, please reply with your
permission so I could open a transaction with eBay and move forward with this deal.
Waiting your answer today if it's possible!

Had the exact thing happen a month ago on an ATV on craigs list here in Delaware. Stay away far away unless it's local and you can see ownership papers and do it cash money with signed and witness signed bill of sale. Get the serial number and have your dealer check for stolen or non veifiable VIN. number. Scaper

The "seller" just sent me 10 pics of the tractor along with 5 implements.

I contacted E-Bay because they said they would do the money transaction, NOT!!! E-Bay said they don't hold or get involved in private sale and money changing hands. I also contacted the stated shipping company that the guy said would transport the machine to me on his nickle. Told me he worked for them and got a great deal. They never heard of him!!! And I also contacted Craigs list by E-Mail and Scam alert. They never got back with me at all. This fellow stated the ATV was in Magnolia De. and by the time I got his return message he had moved to Regina Sk Canada. I may have fell off a wagon but I didn't do it yesterday. They can send you all the pictures they want, **** I can find a bunch of them on the Internet. Don't lose your ID info or money over this they will scam a dead bird if they think they can get away with it. Who said? "There's a sucker born every minute!" Sic em boy!!!
Scaper

Hmmm. I am surprised you haven't walked in to office of your local leo for advice. They may not be able to help you since its not a local issue but they certainly should be able to point you to the correct agency.

Person recommended a site which I checked out.
It was for sexually abused kids...
Not what I was looking for.

Yes, this a familiar and well-known scam, the language of their email is almost exactly like one I toyed with to see how far they would go a few months ago.

If they REALLY wanted to use ebay, they would have just posted it on ebay to start with. If they are legit (and I doubt it) and they still want to use ebay and you want to try it out, just have them send you their seller id and you can log into ebay directly from eBay - New & used electronics, cars, apparel, collectibles, sporting goods & more at low prices, NOT FROM A LINK THEY SEND YOU and look up their seller id.

Folks, we're kind of beating a dead horse here. There are hundreds, if not thousands of these scams on-line every day. Most of the time, these scammers do not even reside in the USA. So our laws don't apply to them, so no law enforcement agency is going to care at all about it. There simply is nothing you can do about it except to forget about it and move on. Don't ever reply to an ad that is too good to be true. It isn't worth it. Even if you don't send them any money, they now have your email address and possibly your phone number. A lot of time they are not even selling anything or even looking for money. They are data mining, gathering as much information as they can on folks that reply. Then selling the info. to marketers or other spammers. You really have to be careful of who you are conversing with on-line. Remember the old saying, that if it sounds too good to be true, it probably is.

There are a ton of these on Craigs List. Characteristics:

1. No local phone number. All dealing by email.

2. Tractor is always somewhere else and there is always some reason you cannot see it until it is delivered.

3. Pictures are great and deal is too good to be true.

4. If you get that far, there is usually a story attempting to explain 1 - 3 above... Divorce, moved out of country, etc.

They will never ever meet with you or show you he machine as it does not exist.
