Supposidly all construction is to be finished sometime this year. Then we shall see if the millions the state spent will be worth it, or it is just another boondogle

Is this still bad? I am coming through on thursday July 27 probably between 3 and 4:00 pm local. No trailer, but if it's a slow go it will affect when ETA in Iowa.
