I am not familiar with your backhoe but there is probably a collar you have to pull back (or pin to push) to allow the PTO coupling to fully engage. If it only goes on half way then the locking mechanism is not releasing to allow full engagement. Look inside the PTO coupling and make sure that the lock pin or balls are releasing. Sometimes ice or dirt can jam them up.
You could also try posting in the 'attachments' forum as this problem is not specific to a Montana tractor (or post in the LS tractor forum). There also seems to be less and less traffic in the Montana forum
