Oliver 1265 running rich

I am looking for some help with a 73' oliver 1265 diesel that wants to load up on fuel. I have replace the injectors hoping they were leaky. Is there something in the pump that could cause this, Im not much of a diesel mechanic but know enough to be dangerous. I bought this old tractor to rake hay but it is getting a lot worse to the point Im getting fuel in the oil. Thanks in advance for any help.

I can try to offer some advise but will need some more info to go on.
Has the tractor ever worked well?
Diesels need air to run , what's the condition of the filters?
The injection pump is unlikely the cause of over fueling, however if the engine is in poor condition (worn out) the pump will go to max fuel to maintain speed but the engine will not be able to respond.

Winmac, thanks for helping me pull my head out of my boots, I was making this way to hard. Air filter was slugged so bad Im not sure how it even ran. Air horn had about a 1" hole it was breathing thru due to the oil, dirt build up. removable part of the oil bath filter was completely slugged. I ended up pulling the sheet metal to get the whole filter housing out, the "after filter" was half slugged. Gonna soak it all for a few days and get it cleaned up. Pulling the steering arm and replacing while I have it down this far also.. if I can find some parts..
