Rye,grows quick and cheap to get something on it,then can deside what kind of annual grass you wont on it or put your grass seed out with it at same time. Will be able to mow the slopes if needed? Is it a pasture pond,or a pleasure, guess what im asking is it for looks(fishing) or cattle/horses/etc.

For pleasure could do a turfgrass such as buffalograss, stays low and dont need to mow
For animals/pature go with some kinda grass they will keep mowed down.(several suggestions)

Dont know where your at, but Bermuda is a good "bank " grass here.

I like Buffalo grass as Foreman suggested, pretty much native to the central states (old grasslands) a little tougher to grow than Bermuda, but does stay somewhat short naturally.

I always have Bermuda on my ponds.

Geographical location is important in the decision, native grasses are best. For quick ground cover, as stated, annual rye will work till the heat of summer hits it. There are plenty of ground covers depending on soil type, condition, weather, etc.
