well il chime in as well , i had two rotties i live on 1.5 acres not much but open . well i had a underground fence that i installed and it works great but the key here is training and reienforcement training monthly if you dont do it they will run also if you have male dogs and they smell a female they are going to do what ever it takes to get to her . mine worked great but when i had a neighbor move in next door i went ahead and put up a 6' chain link fence around the outside edge of the underground fence system to keep an accident from happening if one of their kids were to cross my yard innocently plus i gave me a bit of piece of mind . and i feel for you having a new neighbor with a cop trigger finger
