Well, I can't own my garage and basement. I can only rent them from her. If I stop paying my taxes, she will force me out of it and let someone else rent it from her.

In this instance, one of the purposes of the fence is to provide visual privacy, so overgrowth on the far side would be a plus.

Similarly, it is hard for me to understand how a solid fence, as opposed to wire, would constitute an undue hazard for cross country skiers.
