The underside of your instrument panel looks like this, no?Can you go into a little more detail on this? How's the tach/cable work? What exactly needs to be freed up or sealed?

Unscrew the sleeve around the end of the tach cable, pull the cable out where you can see it, and yank out the core. The core is a small wire rope running inside that sheath. A gear at the lower end spins the core in proportion to engine speed. Inspect, grease, reinstall. Replace if frayed or kinked. All mechanical, there's nothing electronic.
Up in the tach, that tach cable core spins a magnet that pulls the tach needle up higher on the scale proportional to the cable rpm. If your tach is silent, the cable is more likely to be the problem than the tach internals.
