I would like thoughts on the minimum size and power needed w/4wd on a tractor to be able us a loader. Any recommendations on models of tractors.

Well, that all depends on what you want to do with the loader. JD sells a little GT that has a loader, but it's use is highly debatable. The smallest that Kubota sells is the BX series, both 18 and 22 HP, and the tractor is large enough that the loader is very useful and fairly beefy, it has a capacity of around 465 pounds. I own the BX-2200 and have found it to be very useful and meets my needs. However, it could be a different story if you need to move 800 pound boulders, etc....

I have a BX1800 w/Fel. After about 10 hours of using the combination it is every bit as productive as I expected. Of course it has it's limitations, but from what I've seen, heard, and experienced, I would consider it a very good entry level Tractor and Loader, all depends upon your expectations.
