My JD 790 rates the max drawbar hitch weight at 675 lbs. I want to move a small travel trailer around a flat driveway but am unable to weigh the tongue. From everything I can find, the travel trailer tongue weight should be between 600 and 700 pounds per the manufacturer. Is there some leeway built into the drawbar ratings?

You won't break the drawbar hitch, but the front end may get light. That you will find out when you hook up to the trailer.

Just be prepared to either add weight to the trailer behind the axles, or to add weight to the front end of the JD 790.

A bit of trial and error. But think it should go well for you.

I'm sure you will be fine, but as mentioned, be careful with the front end getting light.
If you want to measure your tongue weight, there are methods using a regular bathroom scale and a lever. I use a small hydraulic scale just for my trailers to ensure I get the tongue weight correct when loaded.

Often the height and length of the drawbar are limiting factors.
Your rear tires will get close to the trailer and a frame on turns.
