The lift control valve is internal and it moves in one direction to let flow out of the lift cylinder and the other to allow pressurized oil out of the pump to the lift cylinder.

I thought that was the case. This is why i began removing the side inspection plate. MY concern is once i get in there and move the lever or fork, in theory will the levers begin to work agin?
If the only prob was a stuck valve.

As I said before, I'm not familiar with that particular model but in theory, if the valve is sticking you have to fix the cause of the sticking. Sometimes jiggling the control valve is enough; other times, not so. What does your shop manual say? Read the section that covers the lift hydraulics and see what's supposed to happen when you command the lift to drop.
If it's stuck in the up position, have you tried standing on the lower lift arms with the control lever in the drop position? As others have stated, the 3 point drops by gravity so the more weight the greater the down force.

I live in Western Montana and it's pretty tough to diagnose a problem in Georgia from here. I'm more than willing to help but you have to take some action too. These tractors aren't an F-22 to the Space Shuttle and these problems are relatively simple to solve once you understand how the lift control system works and you do a few diagnostics so don't be afraid to try. . If you have a digital camera, take pictures of everything you do so you can put everything back together.
You might move this thread to the Massey Ferguson section for Vintage Tractors . You'll have a better chance of finding someone who has this model and can help you.

Im band new to the tractor world. I recently bought a home that came with a Massey Ferguson 230. I plan to use this to cut the large yard. I have started and driven the tractor but can not get the 3 point to drop or move.
I reviewed the manuals and see the there is an inspection plate on the right hand side where the dip stick is at. I have started removal of this but have no clue what todo once I get it off. One of the bolts is currently stuck. I have been spraying with PB Blaster.

I'll try to get some picture posted.

Any help with this would be greatly appreciated.

Are you sure the draft control lever, next to thr 3 point hiych raise and lower control is set in right place

The draft control and hydraulics lever should be seen from this picture

From that picture, your draft control lever is in the upper position. Move both levers as far forward as you can then stand on the lower lift arms and see if they move down.

I have put the levers in every possible position and had two people standing on the arms. They dont budge.

I was hoping to remove the side cover to insure the levers are pushing and pulling on the pump control lever
