....that's even more strange...so you have to run it backwards ? ...my neck hurts just thinking about that. If you can turn the tines around and drive it forwards it would probably be a lot more efficient

If you turned the tines around and drove forward, the tines would dig in and the machine would try and drive up over them.
If you put gauge wheels out in front of the tines, then you could drive forward.
That makes sense, mine does have the gauge wheels..I forgot until you said that

It is one of the few attachments that you use with tractor in reverse. The beauty of the PT is all the other attachments that are right in front of you as you drive forward, unlike a 3pt hitch which hurts my neck looking back.

I think a rake like that on the PT would be handy for cleaning out ditches or under pine trees.

I would love to try it on leaves in the fall. It is on my list to go to TSC and buy some spring rakes, bolt them on an angle iron and make one.
