Have a locking device on my truck cap . All the wafers and releases, locks and springs are all sandwiched together by 3 will call them rivets . They are maybe 1/2" long round hollow and both ends are flared to hold the assembly together The holes in these things are 5/16 and are used to insert the bolts through them to attach to the cap.
There must be a name for these things . Was thinking I might be able to make some from a copper tube if I had the right diameter.
Help me out if you understand what I have described.

What the problem is the latch is seized to the will call it a rivet again as the latch turns it turns the rivet.
The spring is not strong enough to flick open the latch due to too much friction.

I went to McMaster-Carr (if they don't have it...you don't need it!) and tried every combination of hollow, tubular, rivet, grommet and eyelet I could think of and couldn't find them.

If we could come up with the right name, I'd bet money McMaster has them.

POP RIVET, available in stainless steel and aluminum, and coated steel. Lowes, Home Depot, etc. Kits with the setting tool are common.

I think you'd better off buying a new latch rather than trying to repair with those "pop rivet,eyelet," thingy's. If you could find them you'd need some way of crimping them.

Thinking of what I just posted I googled "crimpable eyelets" and came across something similar. Almost like a tarp grommet.

I would use a sleeve and a bolt, or a sleeve, spread the ends with a pointed punch and then smash them flat on an anvil.
