Long 610 PTO problem?

I have acquired a Long 610 and I think there is a problem. I cannot engage the PTO without turning the tractor off. I should be able to engage/disengage the PTO while operating my rotary mower. Tried with clutch both in and out. Is there a trick?

If this is a UTB built Long, then there will be a separate hand clutch lever for the PTO, which is just inside the foot clutch on the top of the gearbox.
