In a basic sense, it is the fore, and aft length of an implement that is using it's weight to cut, or scrape that makes the leveling easier. A weighted log, or timber, perhaps with some fencing wrapped around it, and angled steeply would bridge the low spots more than one at 90 degrees to the tractor. The same would be true when using a rake, or rear blade. Perhaps the harrow works because it is actually pretty long from front to rear. John Deere makes a blade for the x700 series garden tractors that is mid mounted like a road grader....... it's surprising that we don't hear much about them.
