Oil & Fuel LB1914 will start and only idle

I loaned my tractor to a co-worker. When he returned it I could get it started but it will only idle. The linkage is good. I drained the fuel and replaced the fuel filter(hoping it was something simple). Any ideas for me to start looking at.

Maybe air filter. check for pinched fuel hose, anything that would reduce fuel flow. Did the co worker mention any symptoms? Be sure the fuel cut off (pull to stop) cable is not partially pulled.
