Is replacing the left wheel rear seal a matter of pulling the wheel and replacing the seal on a Kubota Bx23?

In regard to replacing the left rear wheel seal, the dealership is telling me that they have to drop the axle. Is this because the axle is flanged?

Yes, there is no way you can get a seal over the end of the shaft.
