There is a relay under the fusible link I can’t find out what it is for.
This is a good time to obtain electrical schematics or even shop manual for your tractor because this likly will not be the last time you need them. If dealer doesn't have them,they can be downloaded online. Meanwhile maybe someone can tell you where glow plug relay is located. You might try and trace wires back from plugs to see which relay control's them. You should be able to determine if relay is working by watching for amps to fall after a brief period of time.

Follow the wires from the TEMP. Sensor at the neck and unplug it..

Pic #1 is normally the main cause.. I’ve never seen #2 as a problem..
