This is the first time I have had to work on any knotter issues with my 14T and I need to replace a billhook. Replacement looks easy enough but I cannot find how to release the knotter frame and rotate it up to work on the billhook. Any assistance is greatly appreciated.

Never mind. Sometimes I am not too observant. Each knotter has a bracket on the underside which attaches to the bale case frame. Took these off and the knotter assembly pivots up. Too much oily chaff built up for me to see them right away.

Make it a habit of blowing the chaff, dust, mud, twigs and excess grease off the knotter area after each use. I use a leaf blower but an air nozzle works OK, too. Then you can inspect the mechanisms to see what is worn, missing springs, bent tucker finger rods, correct twine tension, plunger stop free and the needle brake force.
