The easiest way to troubleshoot it is to remove it from the tractor, mount it up in a vice and hit it with jumper cables, preferrably a battery charger. That will eliminate everything but the starter/solenoid and you can make repairs and test a lot faster. Every hit with 12v should pull the sol and spin the starter.

Could it be a bad ground ? I don't see that you have checked this. Although you may measure the correct voltage you may not have enough current.

I have had this problem on a car--manifested as a dead battery. The ground to the alternator was loose. Only took the shop replacing the battery, then when that didn't work replacing the alternator. That worked as they replaced the ground wire.
