It can be an apple to oranges comparison. A starter motor will burn up if you run it for a minute straight, but fan motors run for years straight. A solenoid really isnt more than a coil of wire, just like an electric motor. It's just a matter of how much heat does that coil make vs how much it can continuously dissipate. So you can get continuous duty solenoids or ones that are intermittent duty depending on how you build them, which is usually a function of how much you are willing to pay.
